A developer named sbingner, creator of tetherMe, using the dev-team developed a tool called “SAM” (Artificial Subscriber Module) which can activate your iPhone 3G or 3GS.
As a reminder, an iPhone activates with iTunes when you insert your SIM card after restoration. But when you don’t have the right SIM card, you need to deactivate the iPhone, using tools generally developed by the dev-team.
With the tool developed by sbingner, you will be able to hactivate your iPhone. Obviously, this is not the best: Ultrasn0w 1.2 created battery and network problems after unlocking, something SAM fixes.
Here is a tutorial explaining how to use SAM.

Information. You only need to hacktivate your iPhone if you do not have the SIM card of the operator where the iPhone is blocked.
Launch your Cydia on your iPhone and add the following repository:
Install from this source the “SAM” and “SamPrefs” packages
If you are under Windows: Right click on the downloaded Redsn0w .exe and display the properties. Then go to the “compatibility” tab and choose to run the program in XP service pack 3 compatibility mode.
Launch Redsn0w and click on the button [Browse].
Choose the firmware corresponding to your device:
This step is important. Indeed, it is important not to be mistaken because it is here that everything is played:
Your iPhone must have already been unlocked with Ultrasn0w via redsn0w. If it’s done, check the “Deactivate” box.
Otherwise, unlock your device and repeat the tutorial.
Once the process is finished, go to Setup => SAM => press on “De-activate iPhone” then on “Regenerate SIM”
Normally, iTunes should be able to activate your iPhone even if the SIM card is not the right one 😉
In addition, battery and network loss issues should now be resolved.
