Download and install your language
For any action aiming to change the language, it is desirable to make sure that your account has administrator privileges. Go to Start => Settings => Time and language. Choose Region and language and click + to add the language. This opens a window with all the languages known in the world in alphabetical order. Navigate to select yours, then the download will start.
Go back to the Time and Language window and you will see the language installed. Three variants of its use await you: Define by default, Options and Delete. By clicking on the settings, you can download the language pack and a variety of keyboard for that language. Change your default display language
